125 Super seems to hold back at top speed??

Gents.... i have recently had to split my engine in half (i missplaced the woodruff key from the clutch). i have set the timing to be 22 degrees BTDC as suggested in everything i read....

The Engine starts first or second kick everytime, idles OK and runs OK.... untill!! when i hit around 35 MPH, it stats to missfire - not a lot, but i can hear it.

The whole scooter then feels like it is holding back, almost as if i were dabbing the brakes!

its not the fastest 125 out there, but i could get 40 - 45 out of it befor i had to strip it down.

1977 125 Super (VBC1T)
Spark gap is set to .4mm
Timming 22 Degrees BTDC

anything else i can do? check? i thought i could live with it.....but i cant :(

trying to get any advice on this forum is like getting blood from a stone.....

are you sure you haven't created an air leak during the rebuild ? carb gasket ? mixture screw ?
